H.F. 2414 Section 1. SUPPORT FOR POLICE AND COMMUNITY RESPONSE TEAMS 1 —— APPROPRIATION. There is appropriated from the general fund 2 of the state to the department of health and human services for 3 the fiscal year beginning July 1, 2024, and ending June 30, 4 2025, the following amount, or so much thereof as is necessary, 5 to support police and community response teams as provided in 6 this section: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 8 1. The department of health and human services shall 9 distribute the funds appropriated under this section through 10 grants awarded to qualified applicants on a competitive 11 basis. The department shall establish application procedures, 12 requirements, priorities, and minimum and maximum grant 13 award amounts. Qualified applicants shall be nonprofit 14 organizations providing a mobile crisis intervention program 15 that is a collaboration between the local police department and 16 trained human services providers who respond to nonemergent, 17 noncriminal police calls involving mental illness, family 18 conflict, substance use disorder, or behavioral situations. 19 2. Notwithstanding section 8.33, moneys appropriated under 20 this section that remain unexpended or unobligated at the close 21 of the fiscal year shall not revert but shall remain available 22 for expenditure for subsequent fiscal years. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to the support of police and community 27 response teams. 28 The bill appropriates $500,000 from the general fund of the 29 state to the department of health and human services (HHS) 30 for fiscal year 2024-2025 to support police and community 31 response teams. The bill directs HHS to distribute the funds 32 through grants awarded to qualified applicants on a competitive 33 basis; and to establish application procedures, requirements, 34 priorities, and minimum and maximum grant award amounts. 35 -1- LSB 6062YH (4) 90 pf/ko 1/ 2
