1.
For
purposes
of
this
section,
unless
the
context
3
otherwise
requires:
4
a.
“Broad-spectrum
cannabidiol”
means
any
pharmaceutical
5
grade
cannabinoid
found
in
the
plant
Cannabis
sativa
L.
or
6
Cannabis
indica
or
any
other
preparation
thereof
that
contains
7
no
tetrahydrocannabinol.
“Broad-spectrum
cannabidiol”
does
not
8
include
“medical
cannabidiol”
as
defined
in
section
124E.2.
9
b.
“Broad-spectrum
cannabidiol
product”
means
a
product
10
that
contains
broad-spectrum
cannabidiol
and
contains
no
11
tetrahydrocannabinol.

c.
“Licensed
health
care
professional”
means
the
same
as
13
provided
in
section
280.16,
subsection
1.
14
d.
“School
nurse”
means
the
same
as
provided
in
section
15
280.16A,
subsection
1.

2.
The
board
of
directors
in
charge
of
each
school
district
17
and
the
authorities
in
charge
of
each
accredited
nonpublic
18
school
shall
establish
procedures
for
a
school
nurse
to
19
provide
a
broad-spectrum
cannabidiol
product
to
a
student.
The
20
policy
must
provide
that
a
school
nurse
shall
only
provide
a
21
broad-spectrum
cannabidiol
product
to
a
student
if
the
product
22
was
provided
to
the
school
district
or
school
by
the
parent
23
or
guardian
of
the
student
and
if
the
product
is
provided
in
24
accordance
with
written
instructions
provided
by
the
parent
25
or
guardian.
The
policy
shall
provide
for
the
broad-spectrum
26
cannabidiol
product
to
be
stored
in
a
secure
location
when
not
27
in
use.

3.
The
policy
established
pursuant
to
subsection
2
must
29
provide
for
a
form
for
a
parent
or
guardian
that
shall
be
30
filled
out
to
the
satisfaction
of
the
school
district
or
school
31
and
signed
before
the
broad-spectrum
cannabidiol
product
is
32
provided
to
the
student.
The
form
must
include
all
of
the
33
following:

a.
Instructions
to
the
school
district
or
school
on
the
35

use
of
the
broad-spectrum
cannabidiol
product,
including
1
the
specific
circumstances
under
which
the
product
is
to
2
be
provided
and,
if
applicable,
the
time
and
frequency
for

providing
the
product
and
the
expiration
date
of
the
product.

b.
Authorization
for
the
school
district
or
school
to
5
provide
the
broad-spectrum
cannabidiol
product
to
the
student
6
in
accordance
with
the
instructions.
7
c.
Certification
that
the
product
provided
by
the
parent
or
8
guardian
is
a
broad-spectrum
cannabidiol
product.
9
d.
Contact
information
for
the
parent
or
guardian
and
for
a
10
licensed
health
care
professional
who
provides
medical
care
for
11
the
student.

4.
The
parent
or
guardian
shall
include
with
the
form
13
written
documentation
that
the
product
provided
by
the
parent
14
or
guardian
is
a
broad-spectrum
cannabidiol
product,
which
15
shall
include
documentation
from
the
manufacturer
of
the
16
product
specifically
indicating
that
the
product
contains
no
17
tetrahydrocannabinol.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
school
boards
and
authorities
in
charge
22
of
accredited
nonpublic
schools
to
establish
procedures
for
a
23
school
nurse
to
provide
a
broad-spectrum
cannabidiol
product
to
24
a
student.
The
policy
shall
provide
that
a
school
nurse
shall
25
only
provide
a
broad-spectrum
cannabidiol
product
to
a
student
26
if
the
product
was
provided
to
the
school
district
or
school
27
by
the
parent
or
guardian
of
the
student
and
if
the
product
is
28
provided
in
accordance
with
written
instructions
provided
by
29
the
parent
or
guardian.

The
bill
defines
“broad-spectrum
cannabidiol”
as
any
31
pharmaceutical
grade
cannabinoid
found
in
the
plant
Cannabis
32
sativa
L.
or
Cannabis
indica
or
any
other
preparation
thereof
33
that
contains
no
tetrahydrocannabinol
(THC).
The
bill
defines

“broad-spectrum
cannabidiol
product”
as
a
product
that
contains

contains
no
THC.

bill
requires
that
the
policy
provide
for
a
form

for
a
parent
or
guardian
that
shall
be
filled
out
to
the

the
school
district

school

broad-spectrum
cannabidiol
product
is
provided
to
the

student.
The
bill
includes
required
content
for
the
form,

including
instructions
on
use
of
the
broad-spectrum
cannabidiol

product,

such
use,
certification
that
the

product

by
the
parent
or
guardian
is
a
broad-spectrum

cannabidiol
product
as
defined
in
the
bill,
and
contact

information
for
the
parent
or
guardian
and
a
licensed
health

care
professional

provides
medical
care
for
the
student.

The
bill
requires
a
parent
or
guardian
to
include
with
the

form
written
documentation
that
the
product
provided
by
the

parent
or
guardian
is
a
broad-spectrum
cannabidiol
product,

which
shall
include
documentation
from
the
