SENATE RESOLUTION

 

 

Requesting the department of human Services to provide information on the number of instances where a minor parent or parents and their children receive public assistance.

 

 


     WHEREAS, the family of a minor parent plays an important role in the welfare of the minor parent and the children of the minor parent; and

 

     WHEREAS, parents of a minor parent can hold the minor parent accountable for child rearing; teach the minor parent proper parenting skills; and encourage the minor parent to complete high school and pursue higher education; to participate in job training and employment; and to enroll their children in early childhood education programs; and

 

     WHEREAS, holding the parents of a minor parent financially responsible for the minor parent and the child of the minor parent will strengthen familial bonds and result in other beneficial consequences for the well-being of the minor parent and his or her child; and

 

     WHEREAS, holding the parents of a minor parent financially responsible for the minor parent and the child of the minor parent will reduce their dependency on public assistance; and

 

     WHEREAS, at least thirteen states have enacted law providing for grandparent liability for child support; and

 

     WHEREAS, H.B. No. 128 H.D. 1, Regular Session of 2015, proposes to hold the parents of a minor parent responsible for the support and maintenance of the minor's child until the minor parent reaches the age of eighteen; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the Department of Human Services is requested to provide to the Legislature, no later than twenty days prior to the convening of the regular session of 2016, information regarding the number of instances where a minor parent or parents and the children of a minor parent receive public assistance; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and Director of Human Services.
