STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

requesting the Office of planning and sustainable development to EVALUATE the outcome of the hawaii 2000 conference and to incorporate a Hawaii 2050 conference into the development of the hawaii 2050 sustainability PLAN.

 

 


     WHEREAS, in 1970, Governor John A. Burns instituted a conference process to solicit public input for a Hawaii 2000 report; and

 

     WHEREAS, the conference gathered over two thousand residents from a range of backgrounds to offer suggestions on and discuss the future of Hawaii; and

 

     WHEREAS, the incorporation of public input through the Hawaii 2000 Conference ensured that the resulting report covered topics most important to the State's residents; and

 

     WHEREAS, the Hawaii 2050 Sustainability Plan was drafted in 2008 to align the State's policies with the United Nations Sustainable Development Goals by:

 

     (1)  Encouraging the use of renewable energy;

 

     (2)  Reducing Hawaii's greenhouse gas emissions;

 

     (3)  Promoting water conservation and reuse;

 

     (4)  Advocating for waste reduction;

 

     (5)  Increasing Hawaii's food security;

 

     (6)  Supporting clean transportation;

 

     (7)  Promoting pedestrian and bicycle accessibility;

 

     (8)  Encouraging smart-growth;

 

     (9)  Planning for sea level rise;

 

    (10)  Stressing the need for affordable housing;

 

    (11)  Encouraging a diversified economy; and

 

    (12)  Supporting indigenous Native Hawaiian culture; and

 

     WHEREAS, the Hawaii 2050 Sustainability Plan, while valuable, does not include a similar conference process for obtaining public input; and

 

     WHEREAS, incorporating public input through a conference similar to the Hawaii 2000 Conference would promote a more inclusive outcome; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Office of Planning and Sustainable Development is requested to evaluate the Hawaii 2000 Conference to establish and incorporate a Hawaii 2050 Conference into the development process for the Hawaii 2050 Sustainability Plan; and

 

     BE IT FURTHER RESOLVED that the Office of Planning and Sustainable Development is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Planning and Sustainable Development.
