SENATE CONCURRENT

RESOLUTION

 

 

requesting an audit of the employer-union health benefits trust fund.

 

 

 


     WHEREAS, the Board of Trustees of the Employer-Union Health Benefits Trust Fund approved a series of prescription drug program changes that became effective July 1, 2009; and

 

     WHEREAS, one of the changes is the adoption of a maintenance mail order program, under which health plan participants are eventually required to obtain their maintenance medications through a Florida-based mail order pharmacy following either three separate thirty-day fills or one ninety-day fill for each maintenance medication at a local retail pharmacy; and

 

     WHEREAS, under the maintenance mail order program, the participants receive up to a ninety-day supply of prescription medication for one mail order co-payment; and

 

     WHEREAS, the Board of Trustees instituted the change in the health benefits plan in order to provide cost saving opportunities for the Employer-Union Health Benefits Trust Fund while continuing to provide comprehensive prescription drug coverage to participants; and

 

     WHEREAS, the change in the health benefits plan has been estimated to cause local retail pharmacies to incur a revenue loss of at least five per cent; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the State Auditor is requested to perform a financial and program audit of the portions of the health benefits plan of the Employer-Union Health Benefits Trust Fund that require active employees and non-Medicare eligible plan participants to purchase maintenance medication through a maintenance mail order program that went into effect on July 1, 2009; and

 

     BE IT FURTHER RESOLVED that the State Auditor is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the State Auditor, and to the Chairperson of the Board of Trustees of the Employer-Union Health Benefits Trust Fund.
