A BILL FOR AN ACT

 

 

relating to the department of labor and industrial relations.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is appropriated out of the general revenues of the State of Hawaii the sum of $2,565,469 or so much thereof as may be necessary for fiscal year 2019-2020 and the sum of $1,772,998 for fiscal year 2020-2021 or so much thereof as may be necessary for the disability compensation division modernization project (LBR183/DA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $225,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the independent verification and validation of the disability compensation division modernization project (LBR183/DA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $2,000,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the unemployment insurance modernization project (LBR171/LA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $35,299 or so much thereof as may be necessary for fiscal year 2019-2020 and the sum of $60,357 for fiscal year 2020-2021 or so much thereof as may be necessary for one full-time equivalent (1.00 FTE) permanent position for a disability compensation program specialist I (LBR183/DA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $4,000,000 for fiscal year 2020-2021 or so much thereof as may be necessary for neighbor island staffing and IT support for the unemployment insurance division (LBR171/LA).

     SECTION 6.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to be deposited into the labor law enforcement special fund (LBR902/AA).

     SECTION 7.  There is appropriated out of the labor law enforcement special the sum of $200,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the purposes of which the fund is established (LBR902/AA).

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 8.  There is appropriated out of the general revenues of the State of Hawaii the sum of $42,500 or so much thereof as may be necessary for fiscal year 2019-2020 and the sum of $85,000 for fiscal year 2020-2021 or so much thereof as may be necessary for one full-time equivalent (1.00 FTE) permanent position for one staff attorney for the labor and industrial relations appeals board (LBR812/HA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 9.  There is appropriated out of the general revenues of the State of Hawaii the sum of $26,478 or so much thereof as may be necessary for fiscal year 2019-2020 and the sum of $52,956 for fiscal year 2020-2021 or so much thereof as may be necessary for one full-time equivalent (1.00 FTE) permanent position for a program specialist IV for the Hawaii civil rights commission (LBR153/RA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 10.  There is appropriated out of the general revenues of the State of Hawaii the sum of $34,758 or so much thereof as may be necessary for fiscal year 2019-2020 and the sum of $59,236 for fiscal year 2020-2021 or so much thereof as may be necessary for one full-time equivalent (1.00 FTE) permanent position for a labor law enforcement specialist IV for the hearings branch of the wage standards division (LBR152/CA).

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 11.  There is appropriated out of the boiler and elevator revolving fund the sum of $3,052,624 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for personal services to convert 22.00 full-time equivalent (22.00 FTE) permanent positions in the department of labor and industrial relations (LBR143/EB) from special funds to revolving funds.

     The sums appropriated shall be expended by the department of labor and industrial relations for the purpose of this Act.

     SECTION 12.  This Act shall take effect on July 1, 2019.
