A BILL FOR AN ACT

 

 

relating to WATERSHEDS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1. (a)  There is established the Hawaii watershed stewardship council pilot program, to be administered by the department of health, to monitor and test the quality of water in local watersheds.

     (b)  Under the Hawaii watershed stewardship council pilot program, the department of health shall:

     (1)  Create a watershed stewardship council to administer the pilot program on the north shore of Oahu;

     (2)  Monitor and test the quality of water in local watersheds, focusing on the Anahulu river and Kaiaka Bay watersheds;

     (3)  Collect and test water samples from watersheds to determine the existence and levels of any concerning contaminates including pesticides or bacteria; and

     (4)  Educate and train community members on how to collect water samples from local watersheds and appropriately submit the water samples to the department.

     (c)  The department of health shall submit a report to the legislature no later than twenty days prior to the convening of the 2017 regular session on the expenditure of all funds for the Hawaii watershed stewardship council pilot program and any recommendations arising from the pilot program.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2016-2017 for the Hawaii watershed stewardship council pilot program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2016, and shall be repealed on June 30, 2018.
