A BILL FOR AN ACT

 

 

relating to transportation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 264, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§264-    Traffic reduction plan.  (a)  The department of transportation, working with all other appropriate state and county agencies, shall develop a traffic reduction plan designed to reduce traffic congestion across the State by 2025.

     (b)  The plan shall include, but not be limited to, recommendations for the following:

     (1)  Incentives intended to increase the use of electric and hybrid electric vehicles; commercial ride-sharing services; and carpooling;

     (2)  Incentives that encourage individual drivers to reduce the total number of miles driven per year;

     (3)  Incentives for employers who offer ride-sharing, ride-sharing memberships, or other transportation options to employees that reduce the overall number of yearly commute trips of their employees;

     (4)  Specific targets for the reduction of yearly commute trips made by state employees;

     (5)  Rules designed to expand access to high occupancy vehicle lanes, as defined under section 291C-221, to electric and hybrid electric vehicles;

     (6)  Programs to incentivize ridership on a local mass transit project; and

     (7)  All other viable traffic reduction strategies as determined by the department.

     (c)  The department shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2020."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
