A BILL FOR AN ACT

 

 

RELATING TO THE University of Hawaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 304A, Hawaii Revised Statutes, is amended by adding two new sections to part VI, subpart D, to be appropriately designated and to read as follows:

     "§304A-A  Utilization of existing classrooms and facilities; report.  (a)  Each campus of the University of Hawaii system shall:

     (1)  Develop and make publicly available procedures for full utilization of existing facilities, including plans for the use of distance and online education; and

     (2)  Post on its website each year data on the utilization of classroom and laboratory facilities.  The data shall include the:

         (A)  Total number of classrooms and laboratories available for instructional use, separately reporting those undergoing renovation;

         (B)  Total available square footage of instructional space, separately reporting that under renovation;

         (C)  Average weekly hours of instructional usage of all campus classrooms and laboratories available for instruction, reported by day of the week and time of day, Monday through Saturday inclusive;

         (D)  Average percentage of seats or stations filled in all courses taught in campus classrooms and laboratories that are available for instruction, reported by day of the week and time of day, Monday through Saturday inclusive; and

         (E)  The number of courses the campus currently offers online, and plans for future development of online courses.

     (b)  The University of Hawaii shall submit an annual report to the legislature containing a summary of the data presented on the websites required by subsection (a) not fewer than twenty days prior to the convening of each regular session.

     §304A-B  New buildings; open meetings requirement.  Prior to determining whether to approve or disapprove any proposed new building or facility with a projected total cost in excess of $10,000,000, the board shall hold an open public meeting subject to the requirements of chapter 92.  The meeting shall include information on:

     (1)  The level of utilization of existing campus buildings and facilities pursuant to section 304A-A for the preceding three-year period;

     (2)  Projected maintenance costs for the proposed building or facility over its lifetime; and

     (3)  The sources of the funding of the proposed new building or facility, including whether the funds are from public or private sources."

     SECTION 2.  In codifying the new sections added by section 1 of this Act, the revisor of statutes shall substitute appropriate section numbers for the letters used in designating the new sections in this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
