A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $4,974,000 or so much thereof as may be necessary and $2,487,000 or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 and fiscal year 2020-2021 to be transferred into the wastewater pollution control revolving fund for construction funds to provide state match (twenty per cent) for federal capitalization grants for wastewater projects (HTH840/C).

     SECTION 2.  There is appropriated out of federal funds the sum of $12,431,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to be transferred into the wastewater pollution control revolving fund for construction funds to provide state match (twenty per cent) for federal capitalization grants for drinking water projects (HTH840/N).

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $4,442,000 or so much thereof as may be necessary and $2,221,000 or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 and fiscal year 2020-2021 to be transferred into the drinking water treatment revolving loan fund for construction funds to provide state match (twenty per cent) for federal capitalization grants for drinking water projects (HTH840/C).

     SECTION 4.  There is appropriated out of federal funds the sum of $11,107,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to be transferred into the drinking water treatment revolving loan fund for construction funds to provide state match (twenty per cent) for federal capitalization grants for drinking water projects (HTH840/N).

     SECTION 5.  The sums appropriated in sections 1 through 4 shall be expended by the department of health for the purposes of this Act.

     SECTION 6.  The projects described in sections 1 through 4 are deemed necessary to qualify for federal aid, financing, and/or reimbursement.

     SECTION 7.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 8.  This Act shall take effect on July 1, 2019.
