A BILL FOR AN ACT

 

 

relating to GOVERNMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to require state employees, officers, and other representatives of the State to provide public access to travel reports when traveling on official state business.

     SECTION 2.  Chapter 40, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§40-     Travel reports; official state business; public access.  Any travel report submitted by a state employee, officer, or other representative of any state department or agency, including the judiciary and university of Hawaii, in connection with out-of-state or intra-state travel for purposes of official state business, shall be made available for public review on the comptroller's website; provided that any personally identifiable information shall be kept private and redacted from the published report."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2024-2025 to provide digital and searchable public access to the travel reports of state employees, officers, and other representatives of the State for travel related to official state business.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect upon its approval; provided that section 3 shall take effect on July 1, 2024.
