HOUSE RESOLUTION
Expressing Support for the Hawaii State Historic Preservation plan.
WHEREAS, the Hawaii Constitution recognizes the value of conserving and developing the historic and cultural property within the State for the public good; and
WHEREAS, the Legislature has declared that the historic and cultural heritage of Hawaii is among the State's important assets and that it is in the public interest to engage in a comprehensive program of historic preservation at all levels of government; and
WHEREAS, it is the public policy of the State to provide leadership in preserving, restoring, and maintaining historic and cultural property and to conduct activities, plans, and programs in a manner consistent with the preservation and enhancement of historic and cultural property; and
WHEREAS, the National Historic Preservation Act requires that every state that participates in the federal historic preservation program and receives federal funds pursuant to the Historic Preservation Plan shall prepare and implement a comprehensive statewide historic preservation plan; and
WHEREAS, section 6E-3, Hawaii Revised Statutes, requires the State Historic Preservation Division of the Department of Land and Natural Resources to develop a state historic preservation plan, including budget requirements and land use recommendations; and
WHEREAS, the State Historic Preservation Division has developed a plan to provide guidance for historic preservation goals and priorities for the period from October 2012 to October 2017; and
WHEREAS, the Hawaii State Historic Preservation Plan has been approved by the National Park Service as meeting the requirements and standards of the National Historic Preservation Act; and
WHEREAS, the Hawaii State Historic Preservation Plan is intended to guide efforts to preserve and protect the valuable historic and cultural sites of Hawaii; and
WHEREAS, the Hawaii State Historic Preservation Plan establishes goals and objectives that the community has determined to be important for historic preservation; and
WHEREAS, the Hawaii State Historic Preservation Plan outlines strategies and actions that will serve as a road map for future activities to achieve the historic preservation goals of the community; and
WHEREAS, the Hawaii State Historic Preservation Plan establishes a community vision of a comprehensive program of historic preservation at all levels of government to promote the respectful use and conservation of historic and cultural resources for the education, inspiration, pleasure, and enrichment of the public in a spirit of stewardship and trusteeship for future generations; and
WHEREAS, the Hawaii State Historic Preservation Plan was developed through a broad and inclusive public process, including seven community meetings on six islands; workshops with professionals with in-depth knowledge of architecture, archaeology, native Hawaiian burials, traditional cultural properties, and federal, state, and county management; a survey of residents throughout the State; and a dedicated website that enabled community members to access information and provide comments; and
WHEREAS, the Hawaii State Historic Preservation Plan includes four major goals for historic preservation throughout the State: to increase awareness, understanding and support for historic preservation; to develop and maintain an inventory process supported by an easily-accessible database of sites and an associated geographic information system; to increase the number of identified, protected, and properly maintained historic properties reflective of the diversity of the State; and to strengthen the infrastructure for historic preservation in Hawaii; and
WHEREAS, each goal is accompanied by objectives, action steps, and measurable outcomes; and
WHEREAS, the Hawaii State Historic Preservation Plan is intended to be used by state and county agencies so that the preservation of cultural and historic resources becomes a part of the fabric of planning and doing business in Hawaii; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that this body supports the implementation of the plans, programs, and recommendations proposed by the Hawaii State Historic Preservation Plan; and
BE IT FURTHER RESOLVED that the Governor is requested to provide copies of the Hawaii State Historic Preservation Plan to each state department and agency that has ownership, management, regulatory, or other jurisdiction over historic or cultural resources, and direct the department and agencies to incorporate the Hawaii State Historic Preservation Plan into their planning documents; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to submit to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013, its recommendations, including any proposed legislation, regarding the implementation of the Hawaii State Historic Preservation Plan; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Chairperson of the Board of Land and Natural Resources, the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs, the Administrator of the State Historic Preservation Division, the Associate Director for Cultural Resources of the National Park Service, and the Executive Director of the Historic Hawaii Foundation.
