HOUSE RESOLUTION

 

 

requesting the department of land and natural resources to document internal procedures and policies of the state historic preservation division.

 

 

 


     WHEREAS, the State Historic Preservation Division is established within the Department of Land and Natural Resources; and

 

     WHEREAS, the State Historic Preservation Division is responsible for administering a comprehensive historic preservation program that includes, but is not limited to, development of an on-going program of historical, architectural, and archaeological research and development, including surveys, excavations, scientific recording, interpretation, and publications on the State's historical and cultural resources; and

 

     WHEREAS, much of the State Historic Preservation Division's internal procedures and policies are held as institutional knowledge, and not readily available in written form; and

 

     WHEREAS, the State Historic Preservation Division should be accountable and objective in carrying out its mission; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, that the Board of Land and Natural Resources is hereby requested to direct the State Historic Preservation Division to create and maintain operational guidebooks to document its internal procedures and policies; and

 

     BE IT FURTHER RESOLVED that the operational guidebooks include:  (1) the basics of how to conduct a review, (2) where to get information, (3) explanation of common processes, and (4) sample correspondence; and

 

     BE IT FURTHER RESOLVED that the Chairperson of the Board of Land and Natural Resources is requested to report to the Legislature not later than twenty days prior to the convening of the Regular Session of 2011 on implementation of the actions requested in this Resolution; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the State Historic Preservation Officer.
