HOUSE RESOLUTION
Honoring and commending the united states navy seals for successfully neutralizing the world's most wanted terrorist.
WHEREAS, terrorism is defined as the systematic use of terror especially as a means of coercion, and is most often used against those who are unable to defend themselves resulting in countless deaths and numerous injuries; and
WHEREAS, on February 26, 1993 terrorists drove a truck into the parking garage of the North Tower of the World Trade Center detonating a bomb that took the lives of seven innocent people; and
WHEREAS, on August 7, 1998 terrorists conducted a planned assault on the US Embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya resulting in the deaths of over 200 local nationals, and 12 US citizens; and
WHEREAS, adopted unanimously by the United Nations Security Council on August 13, 1998, Resolution 1189 condemned the terrorist attacks in Africa; and
WHEREAS, in retaliation for the assault on US Embassies in Africa, the United States launched Operation Infinite Reach, a coordinated cruise missile attack on terrorist bases in Afghanistan which took place on August 20, 1998; and
WHEREAS, on October 12, 2000 terrorists attacked the USS Cole while she was refueling in the port of Aden, Yemen resulting in the deaths of 17 American sailors; and
WHEREAS, at 8:46 AM on September 11, 2001, American Airlines Flight 11 slammed into the North Tower of the World Trade Center instantly killing all 87 passengers and crew aboard; and
WHEREAS, at 9:06 AM on September 11, 2001, United Airlines Flight 175 slammed into the South Tower of the World Trade Center instantly killing all 60 passengers and crew aboard; and
WHEREAS, at 9:37 AM on September 11, 2001, American Airlines Flight 77 crashed into the Pentagon, instantly killing all those aboard, and taking the lives of 125 military personnel and Pentagon staff; and
WHEREAS, at 10:03 AM on September 11, 2001, United Airlines Flight 93 crashed into a Pennsylvania field after passengers heroically attempted to regain control of their hijacked airplane; and
WHEREAS, the subsequent collapse of the North and South Towers of the World Trade Center took the lives of almost 2,600 people, citizens of 90 countries, resulting in the largest death toll on American soil and larger than the attack on Pearl Harbor and related military facilities on December 7, 1941; and
WHEREAS, the terrorist attacks on the United States of September 11, 2001 resulted in the deaths almost 3,000 people, and thrust the United States into a new era of domestic security recognizing that the risk of terrorist attacks on our soil and elsewhere was very real; and
WHEREAS, on October 7, 2001, in response to the attacks of September 11, 2001, armed forces of the United States along with her allies launched Operation Enduring Freedom in Afghanistan, commencing the Global War on Terrorism in order neutralize the Taliban and eliminate Al-Qaeda; and
WHEREAS, on October 12, 2002 terrorists bombed sites in Bali, Indonesia killing 202 people making it the deadliest attack in the history of Indonesia; and
WHEREAS, on May 12, 2003 terrorists conducted suicide attacks in Riyadh, Saudi Arabia resulting in the loss of 35 lives; and
WHEREAS, on November 15, and November 23, 2003 terrorists conducted suicide bombings in Istanbul, Turkey, killing 57, and injuring hundreds; and
WHEREAS, on July 7, 2005 terrorists conducted suicide attacks on the London Underground and public transportation system resulting in the deaths of 52 people and injuring nearly 700 others; and
WHEREAS, the reality of the terrorist attacks referenced in the clauses above represent the global nature and scope of Al-Qaeda and their cognizant ability to indiscriminately murder thousands of civilians worldwide; and
WHEREAS, these heinous attacks were conducted under the guidance and leadership of the most senior leader of Al-Qaeda, Osama bin Laden, the world's most wanted terrorist; and
WHEREAS, on April 29, 2011, in pursuit of supporting and defending the Constitution of the United States against all enemies, foreign and domestic, US Naval Special Warfare Operators, popularly referred to as Navy SEALs from the Naval Special Warfare Development Group under the command of the Joint Special Operations Command, successfully conducted a raid in Abbottabad, Pakistan, neutralizing and eliminating the world's most wanted terrorist; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, honors and commends the United States Navy SEALs and other special warfare operators for successfully neutralizing the world's most wanted terrorist; and
BE IT FURTHER RESOLVED that the House of Representatives mourns the victims of terrorist attacks worldwide, and honors the sacrifices of all members of the armed forces of the United States during the Global War on Terrorism; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States; Governor of the State of Hawaii; Secretary of the Navy; Chief of Naval Operations; Commander, U.S. Pacific Command; Commander, U.S. Special Operations Command; Commander, Naval Special Warfare Command; and Commander, Naval Special Warfare Development Group.
