HOUSE OF REPRESENTATIVES

H.R. NO.

127

TWENTY-NINTH LEGISLATURE, 2017

STATE OF HAWAII

HOUSE RESOLUTION

encouraging the state foundation on culture and the arts to commission permanent exhibits and display information relating to art, culture, history, and the humanities at the hawaii state capitol, which may coincide with the celebration of the fiftieth anniversary of the hawaii state capitol.

WHEREAS, the State Foundation on Culture and the Arts was established in 1965 to promote, perpetuate, preserve, and encourage culture and the arts, history, and the humanities as central to the quality of life of the people of Hawaii; and

WHEREAS, the public display of art and illustrative information advances the mission of the State Foundation on Culture and the Arts; and

WHEREAS, the Hawaii State Capitol houses the offices of the State Legislature and Governor and hosts numerous visitors and members of the public during business hours; and

WHEREAS, many identifiable places in the State Capitol exist in which artwork, murals, prints, reproductions, and other information could be displayed for the public to appreciate; and

WHEREAS, Senate Resolution No. 81, Regular Session of 2016, established a task force to plan and coordinate the celebration of the fiftieth anniversary of the Hawaii State Capitol to include various program activities and events from March 15, 2018, through March 15, 2019; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the State Foundation on Culture and the Arts is encouraged to commission permanent exhibits and display information relating to art, culture, history, and the humanities at the Hawaii State Capitol, which may coincide with the celebration of the fiftieth anniversary of the Hawaii State Capitol; and

BE IT FURTHER RESOLVED that because part of the mission of the State Foundation on Culture and the Arts is to "[s]timulate, guide, and promote culture and the arts and history and the humanities throughout the State", the Foundation is requested to study whether statutory authorization to sell works of art that the Foundation already owns and to use those proceeds to acquire other works of art that can be readily displayed for public appreciation would further facilitate the Foundation's mission; and

BE IT FURTHER RESOLVED that at the request of the State Foundation on Culture and the Arts, the Legislative Reference Bureau is requested to assist with this study; and

BE IT FURTHER RESOLVED that the findings and recommendations of this study, including any proposed legislation, be submitted to the Legislature no later than 20 days prior to the convening of the Regular Session of 2018; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Comptroller, Executive Director of the State Foundation on Culture and the Arts, and Director of the Legislative Reference Bureau.
