HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO ENTER INTO AN AGREEMENT TO TRANSFER THE MAUNA KEA STATE RECREATION AREA AND THE HAPUNA BEACH STATE RECREATION AREA TO THE COUNTY OF HAWAII.

 

 


     WHEREAS, the Hapuna Beach State Recreation Area is a 61.8 acre area including a beach park, picnic and shelter lodging opportunities, and hiking along a coastal trail; and

 

     WHEREAS, the Mauna Kea State Recreation Area is a 20.5 acre area with picnic and lodging opportunities at 6,500 foot elevation and pig, sheep, and bird hunting; and

 

     WHEREAS, the Department of Land and Natural Resources (dlnr) is facing increased fiscal constraints that have resulted in deferred maintenance and infrastructure improvements; and

 

     WHEREAS, with the economic downturn, the State and counties are interested in finding ways to optimize use of limited financial resources to cooperatively manage recreation sites used by the general public; and

 

     WHEREAS, a cooperative relationship may result in less deferred maintenance, thus preventing major repairs or replacement in the future; and

 

     WHEREAS, DLNR and the County of Hawaii have expressed a mutual interest in transferring the Mauna Kea State Recreation Area and the Hapuna Beach State Recreation Area to the County of Hawaii; and

 

     WHEREAS, this transfer would allow DLNR to use its limited resources on other parks, and may be a model for future cooperation between the State and counties; now, therefore,
     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that DLNR is requested to enter into an agreement with the County of Hawaii to transfer the title and responsibility for the Mauna Kea State Recreational Area and the Hapuna State Recreational Area to the County of Hawaii; and

 

     BE IT FURTHER RESOLVED that the County of Hawaii is requested to provide a report to the Legislature on the progress of the transfer, including a resource management plan and the financial and administrative resources the County will provide for the operation and management of the recreational areas no later than 20 days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources and the Mayor of the County of Hawaii.
