HOUSE CONCURRENT

RESOLUTION

 

 

URGING ALEXANDER & BALDWIN, INC., TO RESTORE AND REOPEN THE PALI LANES BOWLING CENTER.

 

 

 

     WHEREAS, the Constitution of the State of Hawaii recognizes the value of conserving and developing the historic and cultural property within the State for the public good; and

 

     WHEREAS, section 6E-1, Hawaii Revised Statutes, states that the historic and cultural heritage of the State is among its important assets and that the rapid social and economic development of contemporary society threaten to destroy the remaining vestiges of this heritage; and

 

     WHEREAS, in section 6E-1, Hawaii Revised Statutes, the Legislature further declares that it is in the public interest to engage in a comprehensive program of historic preservation at all levels of government to promote the use and conservation of historic and cultural property for the education, inspiration, pleasure, and enrichment of its citizens; and

 

     WHEREAS, section 6E-1, Hawaii Revised Statutes, also states that it shall be the public policy of the State to provide leadership in preserving, restoring, and maintaining historic and cultural property, to ensure the administration of such historic and cultural property in a spirit of stewardship and trusteeship for future generations, and to conduct activities, plans, and programs in a manner consistent with the preservation and enhancement of historic and cultural property; and

 

     WHEREAS, the Pali Lanes bowling center opened in Kailua in 1961 where it served as a pillar of community, social life, and entertainment for the residents of Windward Oahu until it was forced to permanently shut its doors in 2021 as a result of the economic downturn that followed the COVID-19 outbreak; and

 

     WHEREAS, Pali Lanes was listed on the Hawaii Register of Historic Places in 2018 as a historically significant site on the local level for its associations with the development of bowling in Hawaii during the 1950s and 1960s and for serving as a good example of mid-century modern design applied to a bowling center; and

 

     WHEREAS, prior to its closure, Pali Lanes was one of only three privately owned bowling centers from the post-war period in Hawaii to remain in operation and the only such bowling center to service the Windward side of Oahu; and

 

     WHEREAS, the restrictions on businesses and other public places that were put in place to manage the spread of COVID-19 have in large part been lifted, allowing businesses to operate and provide their services to the public; and

 

     WHEREAS, a 2018 survey of 4,490 Kailua residents found that fifty-six percent of respondents favored maintaining Pali Lanes and the surrounding area as it was, while only eighteen percent of respondents expressed opposition to such an option; and

 

     WHEREAS, the current owner of the Pali Lanes property, Alexander & Baldwin, Inc., is presently exploring options for the redevelopment and possible future use of the Pali Lanes property; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that Alexander & Baldwin, Inc., is urged to restore and reopen the Pali Lanes bowling center; and

 

     BE IT FURTHER RESOLVED that upon restoring and reopening the Pali Lanes bowling center, Alexander & Baldwin, Inc., is urged to manage the Pali Lanes property in a manner consistent with the State's policy to promote the use and conservation of historic properties for the education, inspiration, pleasure, and enrichment of its citizens; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Executive Officer and the Board of Directors of Alexander & Baldwin, Inc.; and the Administrator of the State Historic Preservation Division.
