HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE STATE HISTORIC PRESERVATION DIVISION OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO CONVENE A HISTORIC PLACES TASK FORCE.

 

 

 


     WHEREAS, Hawaii's historic neighborhoods and communities comprise structures and buildings that reflect a historical period and the expression of culture, art, architecture, and engineering by its residents; and

 

     WHEREAS, historic place designations foster civic pride in the beauty and accomplishments of the past by restricting the indiscriminate erection of new structures and by providing for the proper maintenance and repair of existing structures; and

 

     WHEREAS, historic place designations enhance property values and provide economic and financial benefits to the residents of the surrounding community; and

 

     WHEREAS, historic place designations preserve and encourage harmonious architectural styles, which reflect distinct phases of the community and foster knowledge of the heritage of the past; and

 

     WHEREAS, the State Historic Preservation Division of the Department of Land and Natural Resources is required to administer a comprehensive historic preservation program, including the development of a statewide survey and inventory to identify and document historic properties, aviation artifacts, and burial sites; and

 

     WHEREAS, the Hawaii Historic Places Review Board is tasked with ordering and entering historic properties into the Hawaii Register of Historic Places on the basis of their value to Hawaii's heritage; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the State Historic Preservation Division of the Department of Land and Natural Resources is requested to convene a historic places task force to examine the feasibility of requiring the State Historic Preservation Division and the Hawaii Historic Places Review Board to more actively identify historic properties and facilitate the entering of those properties into the Hawaii Register of Historic Places; and

 

     BE IT FURTHER RESOLVED that the Administrator of the State Historic Preservation Division is requested to serve as chairperson of the task force and to invite no fewer than seven interested parties to be members of the task force, including members with experience or expertise in the following:

 

     (1)  The Internal Revenue Code;

 

     (2)  Hawaii tax laws;

 

     (3)  Urban and regional planning;

 

     (4)  Business and economic development;

 

     (5)  Hawaiian culture;

 

     (6)  Entering historic properties into the Hawaii and National Register of Historic Places; and

 

     (7)  Historic preservation standards, guidelines, and best practices; and

 

     BE IT FURTHER RESOLVED that the task force is requested to conduct an economic benefit analysis that examines the costs and benefits of entering a historic property or geographic region, such as Honokaa, into the Hawaii Register of Historic Places; and

 

     BE IT FURTHER RESOLVED that the Administrator of the State Historic Preservation Division is requested to submit a report of the task force's findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Board of Land and Natural Resources, and the Administrator of the State Historic Preservation Division of the Department of Land and Natural Resources.
