A BILL FOR AN ACT
relating to the department of land and natural resources.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The auditor shall conduct a procurement audit of the land division of the department of land and natural resources to examine all land leases and revocable permits issued and managed by the land division.
SECTION 2. (a) The procurement audit shall:
(1) Examine the appraisals of the land leases, and the costs and collection of moneys from the land leases and revocable permits; and
(2) Provide recommendations for improvement.
SECTION 3. The auditor shall submit a report on the procurement audit, including the auditor's findings, recommendations, and proposed legislation, if necessary, to the legislature no later than twenty days prior to the convening of the regular session of 2019.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to hire two analysts, one senior analyst, and consultants, as necessary, to conduct the procurement audit of the department of land and natural resources pursuant to this Act.
The sums appropriated shall be expended by the auditor for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2017.
