A BILL FOR AN ACT

 

 

relating to homelessness.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that cultivating a technically skilled workforce can help Hawaii's economy by ensuring that emerging and critical industries have a reliable and qualified labor force.  The legislature further finds that the agricultural, agricultural processing, and tourism sectors contain opportunities for workers with entry-level skills to participate in the workforce and to advance as they gain more experience and skills.  Finally, the legislature finds that offering technical and vocational training to individuals experiencing homelessness may be a high-return investment opportunity because it has the potential to provide steady income opportunities to these individuals, reduce the number of people living on the streets, and support established and emerging economic sectors in the State.

     The purpose of this Act is to establish and fund job readiness training in the agricultural and tourism industries for individuals who have been affected by homelessness to enable these individuals to help themselves by learning useful employment skills and to support important economic sectors in the State.

     SECTION 2.  (a)  There is established within the department of labor and industrial relations a two-year job training pilot project for individuals affected by homelessness.  The pilot project shall coordinate and provide funding to eligible organizations that provide job readiness and job skills training in agricultural skills, agricultural processing skills, and tourism industry skills to adults who have been affected by homelessness.

     For purposes of the pilot project, "job readiness and job skills training" means vocational and technical education and training for the purpose of assisting and supporting jobseekers in overcoming individual barriers to employment and developing the skills necessary to successfully gain and maintain employment and to take advantage of further employment advancement and skills training opportunities.

     (b)  The department shall develop an application form and process and shall create criteria for selecting eligible organizations to receive funding and to participate in the pilot project.  The selection process and provision of funds shall be exempt from chapter 103D, Hawaii Revised Statutes.

     An eligible organization shall:

     (1)  Be exempt from federal income taxation as an organization described in section 501(c)(3) of the Internal Revenue Code and in compliance with all requirements of section 501(c)(3);

     (2)  Demonstrate expertise in providing job readiness training or job skills training for the agricultural, agricultural processing, and tourism industries; and

     (3)  Comply with any additional criteria required by the department for participation as an eligible organization in the pilot project.

     (c)  The department shall develop eligibility and screening criteria for eligible individuals to participate in the program.  Eligible individuals who meet department-specified criteria shall be selected to participate in job readiness and job skills training by each selected eligible organization.  The criteria developed by the department shall require that each participant be at least eighteen years of age and:

     (1)  Lack a fixed, regular, and adequate night-time residence; or

     (2)  Have a primary night-time residence that is:

         (A)  A supervised and publicly or privately operated shelter designed to provide temporary living accommodations;

         (B)  An institution that provides temporary residence for individuals intended to be institutionalized; or

         (C)  A public or private place not designed for or ordinarily used as sleeping accommodations for human beings.

     (d)  The department shall award grants to selected eligible organizations to be used for the following purposes:

     (1)  To provide job readiness and job skills training to eligible individuals, including the salaries of trainers and support personnel, training supplies, and other related expenses incurred by the eligible organization; and

     (2)  To provide a stipend to eligible individuals who remain actively engaged in and attend the training provided through the pilot program.

     SECTION 3.  The department shall compile disaggregated data on the number of eligible individuals who enroll in the program, the number of eligible individuals who complete the program, and the number of eligible individuals who gain employment after completing the training provided through the pilot project.  The department shall make this data available to the department of human services and the legislature, upon request.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the department of labor and industrial relations to institute the job training pilot project for individuals affected by homelessness and award grants to selected eligible organizations in accordance with this Act.

     The sums appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 5.  This Act shall take effect upon its approval and shall be repealed on July 1, 2019.
