A BILL FOR AN ACT

 

 

relating to the Hawaii public housing authority.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Hawaii public housing authority was established in 2006 by Act 180; its mission is to provide Hawaii residents with affordable housing and shelter without discrimination.  The authority focuses on developing affordable rental, supportive, and public housing as well as efficiently and fairly delivering housing services to the people of Hawaii.

     The purpose of this Act is to appropriate funds to the Hawaii public housing authority for thirty new civil service full-time equivalent multi-skilled worker positions to be primarily responsible for the repair and maintenance of low-income public housing properties by providing carpentry, electrical, and plumbing work.

     According to a memorandum issued by the department of human resources development dated January 3, 2012, the board of electricians and plumbers determined that the building maintenance worker series class specifications should not include the ability to perform certain carpentry, electrical, and plumbing work.  However, with over $255,000,000 budgeted, and over $100,000,000 in construction contracts to improve the living conditions for the Hawaii public housing authority's residents, these thirty multi-skilled worker positions are needed to address the future repair and maintenance of the Hawaii public housing authority's low-income public housing properties. 

     A flexible multi-skilled workforce will allow the Hawaii public housing authority the ability to schedule and arrange staff at the multiple, ongoing repair and maintenance sites at the authority's low-income public housing properties and to respond quickly to changing workforce needs at each site over time.  This allows the Hawaii public housing authority the ability to schedule and arrange the work of these multi-skilled workers to best suit the needs of the Hawaii public housing authority, simultaneously maintain multiple low-income housing properties at a high level instead of leaving repair and maintenance sites idle, and focus on the living environment and safety needs of the residents at the Hawaii public housing authority's low-income public housing properties.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,214,491, or so much thereof as may be necessary for fiscal year 2015-2016 to establish thirty full-time equivalent (30.00 FTE) permanent civil service multi-skilled worker positions in the Hawaii public housing authority to assist and support the authority in public housing operations statewide.

     The sum appropriated shall be expended by the Hawaii public housing authority for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
