A BILL FOR AN ACT

 

 

relating to capital improvement projects for the county of kauai.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $12,250,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of capital improvement projects for the department of water, county of Kauai, as follows:

A.   Lihue/Kapaa water system, construct Kapaa homesteads 313' tanks, 1.0 MG, Kauai

          Construction of two 0.5 million gallon storage tanks with a connecting pipeline to the department's Ornellas tank hydraulic zone.  This project will provide sufficient storage capacity for fire protection for Kapaa high school, Kapaa middle school, and the Samuel Mahelona memorial hospital.

              Construction              $8,000,000

              Total funding                         $8,000,000

B.   Lihue/Kapaa water system, drill, test, and develop Kapaa homesteads well No. 4, Kauai

          Drill, test, and develop a well source at the department's Ornellas tank site.  Completion of this project will provide additional source infrastructure for medium and larger size developments, including possible expansion of Kapaa high school, Kapaa middle school, and the Samuel Mahelona memorial hospital.

              Construction                $750,000

              Total funding                           $750,000

C.   Lihue/Kapaa water system, construct Kapaia Cane Haul road 18-inch main, Kauai

          Construct a 9,000 foot, 18-inch water main transmission line connecting Maalo road to Ehiku road.  The new transmission line with improve flows from the surface water treatment plant (SWTP) source to the planned affordable housing in Lihue.

              Construction              $3,000,000

              Total funding                         $3,000,000

D.   Haena/Wainiha water system, design Haena 0.2 MG storage tank, 144' service area, Kauai

          Design a new 0.2 MG storage tank in the Haena/Wainiha area.  This project will provide adequate storage capacity for the proposed expansion of Haena state park, businesses, and residents in the area.

              Plans and design             500,000

              Total funding                           $500,000

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of water, county of Kauai for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
