A BILL FOR AN ACT

 

 

RELATING TO PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


    SECTION 1.  The state building code council was created in 2007, to review and adopt a comprehensive suite of the latest editions of nationally recognized building codes and standards for the State.  Timely updated building codes are necessary to ensure compliance with requirements of the National Flood Insurance Program, hurricane and earthquake resiliency standards, energy efficiency, and technological advances in building materials and methods.

The legislature finds that staff and operational expenses of the state building code council have never been funded, thereby limiting the effectiveness of the work of the eleven voting members on the council, who are subject matter experts comprised of government and private building industry representatives.

The purpose of this Act is to make an appropriation to fund the state building code council's administrative expenses including personnel and equipment costs, and to require the state building code council to develop plans and strategies to secure long-term dedicated funding for council operations.

SECTION 2.  The state building code council shall develop plans and strategies to secure long-term dedicated funding for council operations.  The council shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2017.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for administrative expenses, including personnel and equipment costs, of the state building code council.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
