HOUSE OF REPRESENTATIVES

H.B. NO.

1832

TWENTY-SEVENTH LEGISLATURE, 2014

STATE OF HAWAII

A BILL FOR AN ACT

Relating to the university of hawaii.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  In 2013, the University of Hawaii board of regents established tuition schedules through the 2016-2017 academic years.  The tuition increases ranged from 3.1 per cent per year to 7.5 per cent per year.  These increases represented some of the highest rates of tuition and fee increases among public universities in the United States.  The significant increases in tuition for in-state students will negatively impact the ability of local residents to attend college.

The legislature finds that establishing a moratorium on resident tuition increases for the University of Hawaii system is a matter of statewide concern in that such a moratorium will enable more individuals in the State to enroll at a school within the University of Hawaii system and provide a more affordable higher education for state residents.

SECTION 2.  Resident tuition and fees charged for the 2014-2015 academic year, at all campuses of the University of Hawaii system, shall remain the same as, or be lower than, those charged for the 2013-2014 academic year.

SECTION 3.  This Act shall take effect upon its approval.
