A BILL FOR AN ACT

 

 

making an appropriation for the local and immigrant farmer education program.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the University of Hawaii at Manoa college of tropical agriculture and human resources cooperative extension service is a part of the world's largest nontraditional education system.  The cooperative extension system is a partnership among federal, state, and local governments.  It provides science-based information and educational programs in agriculture, natural resources, and human resources.

     Through the cooperative extension service, the University of Hawaii at Manoa college of tropical agriculture and human resources developed the local and immigrant farmer education program.  It consists of a team of cooperative extension service agents and specialists that have an established network of government and industry partners.  The goals of the local and immigrant farmer education program are to increase the viability and sustainability of commercial farms in Hawaii, integrate more farmers into mainstream agriculture, and help move Hawaii's diversified industry forward.

     The legislature further finds that the local and immigrant farmer education program has a solid reputation for delivering timely, useful, hands-on, quality extension education to Hawaii's underserved and socially-disadvantaged agriculture producers.  However, because of a lack of federal funding, the program faces many financial challenges.

     The purpose of this Act is to appropriate moneys for the local and immigrant farmer education program of the University of Hawaii at Manoa college of tropical agriculture and human resources cooperative extension service to support the growth and sustainability of the local agriculture industry.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the local and immigrant farmer education program.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
