Summary
Establishes the Hawaii mental health commission, which is charged with the responsibility of creating a unified state mental health delivery service. Transfers the authority, duties, responsibilities and jurisdiction of the department of health, with respect to mental health, mental illness, drug addiction, and alcoholism, to the Hawaii mental health commission on July 1, 2013. Makes an appropriation to the department of health.
