Creating the House State Health Benefit Plan Study Committee; and for other purposes.

WHEREAS, the State Health Benefit Plan provides health insurance coverage for state employees and officials; and

WHEREAS, health insurance is a basic need in modern society and is most often provided through employment; and

WHEREAS, recent years have increasingly brought reductions in benefits and increases in employee costs under the State Health Benefit Plan; and

WHEREAS, it is likely that past, present, and future budgetary issues will continue to place pressure on the State Health Benefit Plan; and

WHEREAS, there is a need for a thorough legislative study of the State Health Benefit Plan in order to provide adequate and effective coverage for employees while ensuring actuarial soundness and budgetary responsibility, and no such study has been conducted for some time.
