House Committee on Education offers the following substitute to HB
267:
A
BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend Part 2 of Article 6 of Chapter 2 of Title 20 of the Official Code of
Georgia Annotated, relating to competencies and core curriculum under the
"Quality Basic Education Act," so as to require the Department of Education to
develop a comprehensive strategy and uniform program regarding the dangers of
sending electronic communications featuring explicit images; to provide for
implementation; to provide for a method of opting out; to provide for related
matters; to repeal conflicting laws; and for other purposes.
BE
IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
Part
2 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia
Annotated, relating to competencies and core curriculum under the "Quality Basic
Education Act," is amended by adding a new Code section to read as
follows:
"20-2-149.1.
(a)
The Department of Education shall develop a comprehensive age-appropriate
strategy and uniform program to educate all students in grades four through 12
on the dangers of sending electronic communications featuring explicit images.
The department shall provide the appropriate information regarding such program
to each local school system via electronic means of communication, to the
greatest extent possible.
(b)
Each local board of education shall implement the strategy developed pursuant to
this Code section beginning in school year 2011-2012, and annually
thereafter.
(c)
Any parent or legal guardian of a child for whom the program provided for in
this Code section applies shall have the right, in writing, to elect that said
child not be required to participate in the
program."
SECTION
2.
All
laws and parts of laws in conflict with this Act are repealed.
