    2         An act relating to text-to-911 services; amending s.
    3         365.172, F.S.; directing the Technology Program within
    4         the Department of Management Services to expedite
    5         implementation of a text-to-911 technology in the
    6         state; directing the office to use information
    7         identified in a specified report to assist public
    8         agencies and voice communications services providers
    9         in implementing the technology; providing an effective
   10         date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Subsection (4) of section 365.172, Florida
   15  Statutes, is amended to read:
   16         365.172 Emergency communications number “E911.”—
   17         (4) POWERS AND DUTIES OF THE OFFICE.—
   18         (a) The office shall oversee the administration of the fee
   19  authorized and imposed under subsections (8) and (9).
   20         (b)The office is directed to expedite implementation of
   21  the Federal Communications Commission program known as Text-to
   22  911 throughout the state by using the technology considerations
   23  identified in the report dated December 9, 2014, titled,
   24  “Statewide Text-to-911 Initiative,” and any other relevant
   25  technology considerations. The office shall use the information
   26  identified in the report to assist public agencies and voice
   27  communications services providers in implementing technology to
   28  allow all citizens in the state to send a text message from a
   29  wireless phone to access a 911 emergency call taker
   30  expeditiously.
   31         Section 2. This act shall take effect July 1, 2017.
