A bill to be entitled
2An act relating to child care facilities; providing a
3short title; amending s. 402.305, F.S.; requiring vehicles
4used by child care facilities and large family child care
5homes to be equipped with an alarm system that prompts the
6driver to inspect the vehicle for children before exiting
7the vehicle; requiring the Department of Children and
8Family Services to adopt rules and maintain a list of
9approved alarm systems; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  This act may be cited as the "Haile Brockington
14Act."
15     Section 2.  Subsection (10) of section 402.305, Florida
16Statutes, is amended to read:
17     402.305  Licensing standards; child care facilities.-
18     (10)  TRANSPORTATION SAFETY.-
19     (a)  Minimum standards shall include requirements for child
20restraints or seat belts in vehicles used by child care
21facilities and large family child care homes to transport
22children, requirements for annual inspections of the vehicles,
23limitations on the number of children in the vehicles, and
24accountability for children being transported.
25     (b)1.  On or after January 1, 2012, such vehicles must be
26equipped with an alarm system approved by the department which
27prompts the driver to inspect the vehicle for children before
28exiting such vehicle.
29     2.  The department shall adopt rules to administer this
30paragraph and shall maintain a list of alarm manufacturers and
31alarm systems that are approved to be installed in such
32vehicles.
33     Section 3.  This act shall take effect July 1, 2011.
