HB 1131

1	A bill to be entitled
2	An act relating to child care facilities; providing a
3	short title; amending s. 402.305, F.S.; requiring vehicles
4	used by child care facilities and large family child care
5	homes to be equipped with an alarm system that prompts the
6	driver to inspect the vehicle for children before exiting
7	the vehicle; requiring the Department of Children and
8	Family Services to adopt rules and maintain a list of
9	approved alarm systems; providing an effective date.

11	Be It Enacted by the Legislature of the State of Florida:

13	Section 1.  This act may be cited as the "Haile Brockington
14	Act."
15	Section 2.  Subsection (10) of section 402.305, Florida
16	Statutes, is amended to read:
17	402.305  Licensing standards; child care facilities.-
18	(10)  TRANSPORTATION SAFETY.-
19	(a)  Minimum standards shall include requirements for child
20	restraints or seat belts in vehicles used by child care
21	facilities and large family child care homes to transport
22	children, requirements for annual inspections of the vehicles,
23	limitations on the number of children in the vehicles, and
24	accountability for children being transported.
25	(b)1.  On or after January 1, 2012, such vehicles must be
26	equipped with an alarm system approved by the department which
27	prompts the driver to inspect the vehicle for children before
28	exiting such vehicle.
29	2.  The department shall adopt rules to administer this
30	paragraph and shall maintain a list of alarm manufacturers and
31	alarm systems that are approved to be installed in such
32	vehicles.
33	Section 3.  This act shall take effect July 1, 2011.
