A bill to be entitled
2An act relating to state-approved teacher preparation
3programs; amending s. 1004.04, F.S.; specifying that the
4State Board of Education adopt rules that require certain
5students in state-approved teacher preparation programs to
6assist teachers with low-performing students in reading as
7part of certain field experiences; providing an effective
8date.

10Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsection (2) of section 1004.04, Florida
13Statutes, is amended to read:
14 1004.04 Public accountability and state approval for
15teacher preparation programs.-
16 (2) UNIFORM CORE CURRICULA.-
17 (a) The State Board of Education shall adopt rules
18pursuant to ss. 120.536(1) and 120.54 that establish uniform
19core curricula for each state-approved teacher preparation
20program.
21 (b) The rules to establish uniform core curricula for each
22state-approved teacher preparation program must include, but are
23not limited to, a State Board of Education identified foundation
24in scientifically researched, knowledge-based reading literacy
25and computational skills acquisition; classroom management;
26school safety; professional ethics; educational law; human
27development and learning; and understanding of the Sunshine
28State Standards content measured by state achievement tests,
29reading and interpretation of data, and use of data to improve
30student achievement.
31 (c) These rules must include the requirement that a
32student in a state-approved teacher preparation program, as part
33of a preservice field experience course, internship, or student
34teaching assignment at the elementary school level, assist
35teachers who are teaching low-performing students in reading in
36a public elementary school in the school district in which the
37program is located.
38 (d)(c) These rules shall not require an additional period
39of time-to-degree but may be phased in to enable teacher
40preparation programs to supplant courses, including pedagogy
41courses, not required by law or State Board of Education rule
42with the courses and assignments identified pursuant to
43paragraphs paragraph (b) and (c).
44 Section 2. This act shall take effect July 1, 2010.
