Requiring members of each expressway authority, transportation authority, bridge authority, or toll authority to comply with specified financial disclosure requirements; prohibiting certain activities by authority board members and executive directors during and after membership or employment; providing a penalty; revising the Legislative declaration of the Tampa-Hillsborough County Expressway Authority's purposes for the benefit of the people to include managed lanes, etc.
