Requires certain entities to notify local EMS directors of location of AEDs & requires local EMS directors to maintain AED registries; directs State Surgeon General, with assistance of DMS, to adopt rules to establish guidelines for appropriate placement & deployment of automated external defibrillators in places of public assembly; provides exceptions; provides for construction.
