       The Committee on Rules (Gibson) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 72
    4  and insert:
    5         (f)This subsection does not allow a private child-placing
    6  agency, or a family foster home or residential child-caring
    7  agency affiliated with such a private child-placing agency, to
    8  discriminate against an individual or couple because of, or
    9  based on the perception of, the individual’s or couple’s
   10  religion or religious affiliation or lack thereof.
   11         (g)This subsection expressly preempts to the state
   12

   14  And the title is amended as follows:
   15         Delete line 26
   16  and insert:
   17         constitute discrimination; providing that a private
   18         child-placing agency or an affiliated home or agency
   19         is not allowed to discriminate based on religion or
