SENATE BILL NO. 24

ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO CHARTER SCHOOL RENEWALS.


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:


Section 1. Amend §514A, Title 14, Delaware Code, by making insertions as shown by underlining and deletions as shown by strike through as follows:

§514A Renewals and nonrenewals.

(g) In making charter renewal decisions, every approving authority shall:

(1) Ground its decisions in evidence of the school's performance over the term of the charter contract in accordance with the performance agreement set forth in the charter contract;

(2) Consider the improvements that a school has made to rectify any deficiencies that the approving authority identified in its renewal report;

(3) Give great weight to any school that has achieved Adequate Yearly Progress in its academic framework, such that any school applying for renewal of its charter by September 30, 2014 shall have its charter renewed provided that it has otherwise met the standards that the approving authority established for organizational and financial frameworks;

(24.) Ensure that data used in making renewal decisions are available to the school and the public; and

(25) Provide a public report summarizing the evidence basis for each decision.


SYNOPSIS

This act would ensure that the academic performance of charter schools who are serving low income and minority students are evaluated by the improvements that they have made with their students.
