HOUSE CONCURRENT RESOLUTION NO. 51

REQUESTING THAT THE DELAWARE DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENTAL CONTROL (DNREC) WORK WITH DELAWARE'S U.S. CONGRESSIONAL DELEGATION, AS WELL AS THE U.S. NATIONAL PARKS SERVICE AND STATE OFFICIALS IN NEW JERSEY AND PENNSYLVANIA, TO FACILITATE THE CREATION OF A TIDAL DELAWARE RIVER NATIONAL RECREATION AREA.



WHEREAS, the Delaware River is an often overlooked gem, containing points of important cultural, historical, and recreational interest; and

WHEREAS, it has been proposed that a Tidal Delaware River National Recreation Area be established and managed by the National Park Service to package and promote the river's attractive attributes; and

WHEREAS, there are 17 national recreation areas around the country, from the Golden Gate in San Francisco to Gateway in North Jersey and New York City; and

WHEREAS, the section of the river included in the Tidal Delaware River National Recreation Area would be a 72-mile section of the waterway running from Delaware City north to Trenton; and

WHEREAS, a significant section of the southern end of this area is located entirely within the borders of the State of Delaware; and

WHEREAS, the Delaware section on the river includes Fox Point State Park, Fort Delaware State Park, New Castle Battery Park, and other attractions that should be featured in the recreation area; and

WHEREAS, the creation of a Tidal Delaware River National Recreation Area would not impact dredging operations, nor would it interfere with the State of Delaware's control over any aspect of the river; and

WHEREAS, a Tidal Delaware River National Recreation Area would promote existing Delaware venues and potentially enhance tourism as well as create new recreational opportunities for residents of the First State; and

WHEREAS, U.S. Reps. Robert E. Andrews (D., N.J.) and Allyson Y. Schwartz (D., Pa.) are expected to soon make an official request for a National Park Service study of this concept; and

WHEREAS, Delaware officials should be active participants in this process.

NOW THEREFORE:

BE IT RESOLVED by the House of Representatives of the 145th General Assembly of the State of Delaware, the Senate concurring therein, that the Delaware Department of Natural Resources and Environmental Control (DNREC) Is urged to work with Delaware's U.S. Congressional delegation, as well as the U.S. National Parks Service and state officials in New Jersey and Pennsylvania, in facilitating the creation of a Tidal Delaware River National Recreation Area.

BE IT FURTHER RESOLVED that suitably prepared copies of this resolution be transmitted to U.S. Congressman Mike Castle; U.S. Senator Ted Kauffman; U.S. Senator Tom Carper; the Secretary of the Delaware Department of Natural Resources and Environmental Control; and Patrick Starr, the senior vice president of the Pennsylvania Environmental Council, which has been an active proponent of this initiative.



SYNOPSIS

This concurrent resolution urges the Delaware Department of Natural Resources and Environmental Control (DNREC) to work with Delaware's Congressional Delegation, as well as the U.S. National Parks Service and state officials in New Jersey and Pennsylvania, in facilitating the creation of a Tidal Delaware River National Recreation Area.This proposed area would promote important cultural, historical, and recreational points of interest along a 72-mile section of the river running from Delaware City north to Trenton.
