Summary
According to the National Institute of Justice, it is estimated that between 60-75% of ex-offenders are jobless up to a year after release. Studies have shown that immediate access to employment is an effective tool to reduce recidivism. This Act establishes the Work Opportunity Tax Credit that will offer a tax credit to employers hiring qualified ex-offenders and individuals completing a drug recovery program in an amount equal to 10% of that individuals wages, with a maximum credit of $1,500. It is the goal of this act to provide an incentive to employers to hire these individuals in order to promote their rehabilitation and re-entry into our community.
