AN ACT CONCERNING THE DEPARTMENT OF SOCIAL SERVICES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2014) (a) The Commissioner of Social Services shall conduct a study of programs administered by the Department of Social Services.

(b) The scope of the study shall include, but not be limited to: (1) The responsiveness of department programs to recipients of services, (2) identification of problems, if any, that exist within such programs, and (3) whether staff is allocated in a manner to meet the need for services within such programs.

(c) Not later than July 1, 2015, the Commissioner of Social Services shall submit a report in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to human services. Such report may include the commissioner's recommendations for addressing identified gaps in the provision of services and improving access to such services.

This act shall take effect as follows and shall amend the following sections:
