AN ACT ESTABLISHING A PILOT PROGRAM TO INCREASE DIVERSITY IN THE WORKPLACE OF STATE CONTRACTORS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Department of Administrative Services shall establish a pilot program requiring contractors who are awarded a public works contract at Southern Connecticut State University to comply with the following workforce diversity standards: For each class of work listed in the contractor's general bid for such contract, (1) not less than twenty-five per cent of the individuals working in such class of work shall be from a minority group, and (2) not less than six and nine-tenths per cent of the individuals working in such class of work shall be female. The pilot program shall terminate on September 1, 2017. Not later than February 1, 2017, the department shall report to the joint standing committees of the General Assembly having cognizance of matters relating to government administration and higher education, in accordance with the provisions of section 11-4a of the general statutes, whether it recommends legislation to make permanent the pilot program.

This act shall take effect as follows and shall amend the following sections:
