AN ACT CONCERNING AN INNOVATION INCENTIVE PROGRAM FOR NONPROFIT PROVIDERS OF HUMAN SERVICES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 4-216 of the general statutes is amended by adding subsection (c) as follows (Effective July 1, 2017):

(NEW) (c) Each personal service agreement having a cost of more than fifty thousand dollars or a term of more than one year with a provider of human services shall permit the provider to (1) retain any funds left over from the contracted amount for services, and (2) reinvest such funds into service delivery, provided the secretary determines all contractual and other service delivery requirements were met.

This act shall take effect as follows and shall amend the following sections:
