AN ACT CONCERNING EMPLOYERS AND HEALTH CARE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) (a) There is established a Fair Share for Health Care Task Force. The task force shall study: (1) The effects of the federal Affordable Care Act on employers within the state; (2) the effects of the federal Affordable Care Act on low-income workers within the state; and (3) the impact of employer responsibility penalties assessed pursuant to the federal Affordable Care Act on employers that employ a disproportionately high percentage of low-income employees within the state.

(b) The task force shall consist of the following members: (1) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees; (2) the Labor Commissioner, or said commissioner's designee; (3) the Commissioner of Public Health, or said commissioner's designee; (4) one member of the General Assembly appointed by the president pro tempore of the Senate; (5) one member of the General Assembly appointed by the speaker of the House of Representatives; (6) one member of the General Assembly appointed by the majority leader of the Senate; (7) one member of the General Assembly appointed by the majority leader of the House of Representatives; (8) one member of the General Assembly appointed by the minority leader of the Senate; and (9) one member of the General Assembly appointed by the minority leader of the House of Representatives.

(c) All appointments to the task force shall be made not later than July 31, 2013. Any vacancy shall be filled by the appointing authority.

(d) Not later than October 1, 2014, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to labor and public employees, in accordance with the provisions of section 11-4a of the general statutes.

(e) The task force shall terminate on October 1, 2014.

This act shall take effect as follows and shall amend the following sections:
