AN ACT ESTABLISHING A PUBLIC-PRIVATE PARTNERSHIP COMMISSION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That chapter 55d of the general statutes be amended to (1) create a bipartisan public-private partnership commission, made up of members appointed by the legislative and executive branches, (2) require approval by the commission, in conjunction with the joint standing committees of the General Assembly having cognizance of matters relating to finance and appropriations, rather than the Governor for projects, (3) remove the restrictions on the type and number of projects permitted, (4) give priority to self-funded projects, and (5) require the approval of the General Assembly for approval of any project.
Statement of Purpose:
To establish a public-private partnership commission to review and approve all public-private partnerships and to remove some of the current restrictions on public-private partnerships.
