AN ACT CONCERNING PREKINDERGARTEN TO GRADE TWELVE EDUCATION FUNDING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Commissioner of Education shall review the current means of funding prekindergarten to grade twelve, inclusive, education in the state to determine whether such education is being provided by the most cost-efficient, equitable and effective means. In conducting said review, the commissioner may consult with such representatives of other state agencies as the commissioner deems necessary to complete said review. On or before October 1, 2018, the commissioner shall submit, in accordance with the provisions of section 11-4a of the general statutes, the results of the review to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and education. The results shall include recommendations for revisions to funding for prekindergarten to grade twelve, inclusive, education and any legislation necessary to implement such revisions.

This act shall take effect as follows and shall amend the following sections:
