AN ACT REQUIRING AN ANALYSIS OF THE ADMINISTRATIVE COSTS OF COLLECTING STATE TAXES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Secretary of the Office of Policy and Management shall prepare a report that analyzes the estimated annual administrative costs to collect each state tax, including any costs associated with collecting delinquent taxes, and the revenue generated from each such tax in each of the three fiscal years immediately preceding. Not later than January 9, 2019, the secretary shall submit, in accordance with the provisions of section 11-4a of the general statutes, such report and recommendations for the elimination of any state tax for which such administrative costs are greater than the revenue generated by such tax to the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require the Secretary of the Office of Policy and Management to analyze the administrative costs of collecting state taxes and make recommendations for the elimination of any state tax for which the administrative costs for collection are greater than the revenue such tax generates.
