Summary

To establish a civil penalty for a health care center or a health insurer that fails to provide the information required for the Consumer Report Card on Health Insurance Carriers in Connecticut, to amend the factors taken into account for calculation of the state medical loss ratio, and to establish a minimum state medical loss ratio of eighty-two per cent for certain individual and small employer group health insurance policies.
