   Relative to the Signal Hill Police Officer Anthony "Tony"
Giniewicz Memorial Highway.


	LEGISLATIVE COUNSEL'S DIGEST


   SCR 84, as amended, Lara. Signal Hill Police Officer Anthony "Tony"
Giniewicz Memorial Highway.
   This measure would designate a specified portion of  State
Highway Route   Interstate  405 in the County of
Los Angeles as the Signal Hill Police Officer Anthony "Tony"
Giniewicz Memorial Highway. This measure would also request the
Department of Transportation to determine the cost of appropriate
signs showing this special designation and, upon receiving donations
from nonstate sources covering those costs, to erect those signs.
   Fiscal committee: yes.



   WHEREAS, Of all the promises the United States offers, none is
more precious or elusive than the right to be free from crime and
violence; and
   WHEREAS, The men and women of law enforcement have the unenviable
task of guaranteeing the public's safety, which is as difficult and
dangerous as it is important; and
   WHEREAS, Californians are indebted every day to our peace
officers; we pay special tribute to peace officers' bravery and
dedication, and share in their pain, when one of their members is
killed in the line of duty; and
   WHEREAS, Officer Anthony "Tony" Giniewicz faithfully served the
Signal Hill Police Department and the residents of the City of Signal
Hill as a police officer assigned to patrol operations; and
   WHEREAS, Officer Giniewicz is remembered as a loving son to his
mother, Nellie Giniewicz; a caring father to his son Anthony, his
step-son John Peters, and his step-daughter Barbara Crumbacker; and a
thoughtful sibling to his sisters Paula Zwicker, Linda Kravitz,
Elaine Giniewicz, Christine Giniewicz, Diane Racicot, and Laurie
Wessels; and
   WHEREAS, Officer Giniewicz committed his life to his family and
friends, and his career to the City of Signal Hill and the safety of
its residents and fellow officers; and
   WHEREAS, Officer Giniewicz was loved by his friends and coworkers,
and had earned a reputation of caring deeply for his partners and
the public; and
   WHEREAS, Officer Giniewicz was shot in the line of duty by three
gang members while responding to a robbery in progress at a
restaurant in the City of Long Beach on February 19, 1985; and
   WHEREAS, Officer Giniewicz was paralyzed from the chest down as a
result of his wounds and remained in poor health until passing away
as a result of complications on December 7, 2011; and
   WHEREAS, In recognition of the hazardous work and serious
responsibility Officer Giniewicz willingly accepted, and the strong
commitment he demonstrated, during his three years as a law
enforcement officer, and his contributions and sacrifice in serving
and protecting the residents of the City of Signal Hill, it would be
a fitting tribute to designate a portion of  State Highway
Route   Interstate  405, in the County of Los
Angeles, as the Signal Hill Police Officer Anthony "Tony" Giniewicz
Memorial Highway; now, therefore, be it
   Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature hereby designates the
portion of  State Highway Route   Interstate
 405 from Atlantic Avenue to Cherry Avenue south, in the County
of Los Angeles  ,  as the Signal Hill Police Officer Anthony
"Tony" Giniewicz Memorial Highway; and be it further
   Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs consistent with the signing
requirements for the state highway system showing this special
designation and, upon receiving donations from nonstate sources
sufficient to cover the cost, to erect those signs; and be it further

   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the Director of Transportation and to the author for
appropriate distribution.
