An act to add Section 26713 to the Vehicle Code, relating to vehicles.

Existing law provides for various safety standards requiring motor vehicles to be equipped with certain devices, including brakes, headlamps, and safety belts. A violation of the Vehicle Code is punishable as an infraction.
This bill would, beginning on January 1, 2025, require all vehicles sold in California to be equipped with a side window, windshield, back window, and sunroof by the 2032 model year, require every new truck tractor, motortruck, and bus manufactured or sold in the state to have the front driver window filtered so that allow no more than 2% of ultraviolet A radiation, radiation and no more than 2% of ultraviolet B radiation, and no more than 10% of infrared radiation radiation of the incident solar radiation is allowed into the vehicle, as specified. The bill would prohibit the material used to limit these radiations from interfering with wireless service or GPS, as defined. By creating a new crime, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that no reimbursement is required by this act for a specified reason.

The people of the State of California do enact as follows:


SECTION 1.

 Section 26713 is added to the Vehicle Code, to read:

26713.
 (a) All vehicles sold in California shall be equipped with a side window, windshield, back window, and sunroof that allow By the 2032 model year, every new truck tractor, motortruck, and bus manufactured or sold in the state, excepting trailer buses and pickup trucks, shall have the front driver window filtered so that no more than 2 percent of ultraviolet A radiation (315 nanometers to 400 nanometers), nanometers) and no more than 2 percent of ultraviolet B radiation (280 nanometers to 315 nanometers), and no more than 10 percent of infrared radiation (780 nanometers to 1 millimeters) nanometers) of the incident solar radiation is allowed into the vehicle, at any sun angle between 0 and 90 degrees relative to the surface of the glass.
(b) This section shall become operative on January 1, 2025. Any material used to limit ultraviolet A and ultraviolet B radiation pursuant to subdivision (a) shall not interfere with wireless service or GPS.
(c) For purposes of this section, the following terms have the following meanings:
(1) “Wireless service” means any service as defined in Section 332 of the federal Communications Act of 1934.
(2) “GPS” means Global Positioning System and includes other similar space-based systems as set forth in Section 8801 of the Public Resources Code.

SEC. 2.

 No reimbursement is required by this act pursuant to Section 6 of Article XIII B of the California Constitution because the only costs that may be incurred by a local agency or school district will be incurred because this act creates a new crime or infraction, eliminates a crime or infraction, or changes the penalty for a crime or infraction, within the meaning of Section 17556 of the Government Code, or changes the definition of a crime within the meaning of Section 6 of Article XIII B of the California Constitution.
