   An act to add Section 12711.3 to the Insurance Code, relating to
health care coverage.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 703, as introduced, Hernandez. Health care coverage: Managed
Risk Medical Insurance Board.
   Existing law establishes the Managed Risk Medical Insurance Board
and makes it responsible for administering the California Major Risk
Medical Insurance Program to provide health care coverage to
residents of the state who are unable to secure adequate coverage.
   This bill would require the board to establish a basic health plan
pursuant to the federal Patient Protection and Affordable Care Act.

   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 12711.3 is added to the Insurance Code, to
read:
   12711.3.  The board shall establish a basic health plan pursuant
to the provisions of the federal Patient Protection and Affordable
Care Act.
