   Relative to the Simi Valley Police Officer Michael Clark Memorial
Overcrossing.


	LEGISLATIVE COUNSEL'S DIGEST


   ACR 134, Wilk. Simi Valley Police Officer Michael Clark Memorial
Overcrossing.
   This measure would designate the First Street Overcrossing of
State Highway Route 118 in the City of Simi Valley as the Simi Valley
Police Officer Michael Clark Memorial Overcrossing. The measure
would also request the Department of Transportation to determine the
cost of appropriate signs showing this special designation and, upon
receiving donations from nonstate sources covering the costs, to
erect those signs.



   WHEREAS, Michael Clark was born in Massachusetts on August 12,
1966, his family later moved to Ventura County, and he was raised in
Thousand Oaks, where he graduated from Westlake High School in 1984;
and
   WHEREAS, Michael Clark served in the United States Marine Corps
from December 1984 to August 1988 as a Navy diver, assigned to "A"
Company 3rd Reconnaissance Battalion and stationed in Kaneohe Bay,
Hawaii; and
   WHEREAS, Michael Clark achieved a life long goal of becoming a
police officer when he joined the Los Angeles Police Department in
May 1989. He was assigned to the Devonshire Division, where he served
as a patrol officer. Officer Clark later joined the Simi Valley
Police Department in March 1995, where he also served as a patrol
officer; and
   WHEREAS, On August 4, 1995, Officer Clark was killed in the line
of duty while handling a "check the welfare" call at the request of
the Ventura County Mental Health Department at a residence in Simi
Valley, where he was shot with a semi-automatic handgun by the person
he was attempting to assist; and
   WHEREAS, Officer Clark was known as self-motivated, a high
producer, a thorough investigator, and someone who could be counted
on to get the job done with minimal supervision, and he was
well-liked by his fellow officers and supervisors; and
   WHEREAS, Officer Clark was not only a devoted police officer, but
also a devoted husband and father, and someone who could be called
upon to repair or construct anything; and
   WHEREAS, Officer Clark was the first Simi Valley police officer to
die in the line of duty; and
   WHEREAS, Officer Clark is survived by his wife, Jenifer, who he
married in 1992, and their son Bayley, who was only five months old
at the time of his death; and
   WHEREAS, It is appropriate to memorialize the service and
sacrifice of Officer Clark by designating an overcrossing of State
Highway Route 118 in the City of Simi Valley in his honor; now,
therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature hereby designates the First
Street Overcrossing of State Highway Route 118 in the City of Simi
Valley as the Simi Valley Police Officer Michael Clark Memorial
Overcrossing; and be it further
   Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs consistent with the signing
requirements for the state highway system showing this special
designation and, upon receiving donations from nonstate sources
sufficient to cover the cost, to erect those signs; and be it further

   Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the Director of Transportation and to the author
for appropriate distribution.
